CalculatedValue now returns the proper value without any hanging issues with CalcEngine which is embedded in XlsIO
Expected result is returned when culture setting is set other than en-US
Format Exception is no more thrown when Custom function is called within an AND functio
CalcQuick now parses decimal separator with respect to the given Culture setting
AND, PMT, RoundDown is now calculating correctly
