Developer Licenses are perpetual and include 1 year Subscription which provides 1 year of free upgrades, including bug fixes and new features.

After your subscription expires, you can renew to receive another year of updates. If you choose not to renew, you can continue using the last version you are eligible to use.

Runtime Royalty Free
A license entitles you to build applications using the components. The applications you build can be distributed royalty-free.

As licenças são por desenvolvedor. Um desenvolvedor pode instalar sua licença em até duas máquinas.

Uma licença pode ser transferida de um desenvolvedor para outro?

As licenças podem ser transferidas de um desenvolvedor para outro ou de um servidor para outro. Nesse caso, a cópia original deve ser completamente removida da máquina do desenvolvedor original (ou do servidor original).
