For Organization Licenses are purchased by an organization for use within the company. PowerShell Universal is licensed per instance of the PowerShell Universal server. You can connect to as many servers via your scripts as you'd like from a single server. If you purchase an enterprise license, you can run as many instances of PowerShell Universal as you desire within your organization.

Ironman Software PowerShell Universal Licensing

PowerShell Universal is licensed per server.

What's a server?
A server is a single running instance of PowerShell Universal.

What if I have multiple containers?
The license applies to each container instance and not the container host. For example, if you have 10 container instances running, you will need 10 licenses.

What if I have multiple sites on a single IIS server?
Each website running PowerShell Universal will need a license and not a single license for the entire IIS server.

Developer Licenses
When a server license is purchased, you will be able to generate developer licenses for users building solutions for your team. Developer licenses do not allow remote access and are intended to be used locally. Do not use developer licenses when hosting a server for remote access for testing or production.

Perpetual Licenses
Perpetual licenses include maintenance (bug fixes and upgrades) for one year from purchase. Organization licenses also include support for one year. You can continue to use your perpetual license after your maintenance has expired but you will no longer be able to upgrade nor receive support. Renewals will extend the perpetual license period along with maintenance and support.
